Virginia State Parks formerly required park users with horse to provide a copy of their Coggins report for each horse. Several years ago though we were told that because the regulation specified “all horses assembled at a show, fair, race meet, or other such function in Virginia” that we could not enforce the requirement for individuals using our parks to go riding or to camp.
The Virginia Department of Agriculture and Consumer Services has revised their regulations effective March 2, 2011 so that the requirement now includes horses “participating in any activity on properties where horses belonging to different owners may come into contact with each other in Virginia.”
